RSVP Singapore style

I have to vent a bit about RSVPs here in Singapore. We just had our second event this evening and despite ~90+ people signing up for the event only about half showed up. This was the case as well for our first event in which 140 signed up and about 80 showed up.
I was rather dissapointed that local folks don’t seem to care about commitment to their RSVPs. When I was talking to an Australian recruiter, she had mentioned that she faced the same problem - in Australia usually 10% would be no shows for events but in Singapore that number is 30%! From my experience, Americans too are pretty good about showing up when they RSVP to an event.
Is this commonplace in Singapore?
